Language Access Plan

Plan Statement
Reach for Resources has adopted this plan to provide access to its programs and activities by persons with Limited English Proficiency (LEP). A Limited English Proficient (LEP) person is a person who does not speak English as their primary language and who has a limited ability to read, write, speak or understand English. In accordance with federal guidelines, Reach for Resources will make reasonable efforts to provide or arrange free language assistance for its LEP citizens.

Population Statistics
According to the latest U.S. Census Bureau data, the estimated population of Minnesota as of July 1, 2024 was 5,793,151. The official 2020 Census count for Minnesota was 5,706,494. Of the statewide population, 12.2% of Minnesota residents speak a language other than English at home. A separate ACS 2024 release shows a similar estimate: 13.1% of Minnesotans speak a language other than English at home, with a ±0.3% margin of error.

Breakdowns of languages spoken at home are not included in QuickFacts data; however, statewide patterns from ACS indicate that Spanish and Indo‑European languages remain the most common language groups beyond English.

Language Assistance
Reach for Resources will make available ‘I Speak Cards’ to any applicant or resident that has LEP. They will be located in the front desk/reception area and visible to anyone. We will also post information that translators can be made available upon request and that translators will be provided to applicants and residents who have LEP. We will also provide a link on our website that directs applicants to the ‘I Speak Cards’ online. Translators will be provided for Spanish speaking people with LEP. Other languages that need translating will be provided. Interpreter hours of operation are 24/7.

LAP Plan Distribution and Training
The LAP Plan has been distributed to all staff at Reach for Resources and will be available for all employees to access. Reach for Resource staff will receive annual training on the Language Access Plan (LAP). All new employees will be trained upon hiring so that they understand the LAP.
